some1 told me if some1 had the oxcdl32.dll they can do anything they want such as create items on gms and shit is this true or false if u have pls post it thanks

its still impossible, the server controles all of it, not even a packet can do that...
Client side is mostly visual only...

Even if the file could edit packets, it'd be no different from normal packet editing.
