well I had this explained to me too, so you might as well just go read the post I made in this forum and read all the replies ppl gave...its simple once you figure it out.

I think you open up hex editor, open up world server, search for mastery and it will say skill mastery or something then it will give a shitload of 0s and I think u gotta change the 0s to 100s.. nvm those 0s are for magic mastery, if you change them to 1s it will give everyone all the spells right ...
